Highlights:

China’s overall refined oil market ran stably in 2017. The market-oriented reform had achieved initial success. Private enterprises further strengthened the viability in the market. The profitabilities of Sinopec and PetroChina were better than those in 2016. Following crude oil price changes, refined oil price also fluctuated frequently. Up to early August of 2017, refined oil retail price underwent 6 price increases, 6 price declines and 3 stranded price adjustments, and average wholesale price increased by 8% from 2016. Profits at petrol station were still favorable. Petrol stations in some regions even saw fierce price battle. As for the demand, apparent consumption volume of gasoline and diesel increased by 1.45% Y-O-Y and 1.28% Y-O-Y respectively. However, with the rapid development of new energy and shared bicycles, the consumption growth of gasoline slowed down from the 3.92% growth in 2016. As for the supply, the environmental protection inspection dragged down the operating rates of some refineries, but the operation of the 28,000kt/a primary processing capacity still contributed to a steady refined oil supply increase in China.

China’s economy is likely to maintain a rapid growth in 2018, and the total demand for refined oil will increase further. Besides, influence of substitute energy (natural gas, biodiesel, etc.) on refined oil is still limited. But the rapid development of new energy autos and shared bicycles in recent years will also drag down China’s gasoline consumption. With the operation of newly-built and expanding refining capacity, the oversupply issue of China’s refined oil will be fiercer and the export volume of refined oil is likely to maintain high.
