Highlights

In 2017, the global crude oil market was besieged on a variety of bearish factors. The global macro economy was in the doldrums; the growth rate of Fed interest rate accelerated; monetary policy in major economies began to tighten. All factors had hit the commodity market. Although the pressure of supply and demand from crude oil market still existed, the implementation of the production cut agreement had been pushing the rebalance of supply and demand in the global crude oil market. However, shale oil output kept increasing in the U.S. Besides, Libya and Nigeria had increased their output of crude oil with the aid of immunity from production cuts. The increase in production in these countries had led to a reduction in the effectiveness of actions. OECD oil stock was still much higher than the average for the past five years, and the stocks of crude oil and refined oil products in the U.S. were also near the historical highs. As a result, the high stock problem was still limiting the recovery of international crude oil prices.

The current round of production cut is extended to March 2018, and the possibility of further extension is not ruled out. However, the global crude oil production capacity is sufficient; the shale oil production efficiency is improved substantially; the mining costs continue to decline. Thus, shale oil will mainly affect the volatility of international crude oil prices in the future. In the medium and long term, the international crude oil prices are expected to fluctuate at low level, but it is undeniable that the China’s refining industry will benefit from the low cost advantage for a long time under low crude oil prices.
